The Hidden Costs of Doing Business in Uganda

Abstract

This study investigates how corruption inflates the true cost of doing business in Uganda. Drawing on a survey of 100
firms—spanning textile and beverage manufacturers, coffee and textile exporters, and importers of textiles and computers—it
documents a deeply entrenched pattern of corruption. Bribery, tax evasion, and discriminatory enforcement of regulations and
service delivery consistently distort firms’ operating expenses and competitive conditions.
